Unexpected Components Can Catch Fire

Some non-shield system components are catching fire when they shouldn't. Currently noted on Corsair and Asgard coolers, and the Cutter's quantum drive, though possibly not limited to those.

Recommended steps

1. No workaround - report any other affected ships/components on the Issue Council
